If those numbers are correct, it is shooting native (i.e. not downscaling from 5k or 6k) and we can safely assume it is using a Canon sensor (likely a descendant of the sensor in the XC10). The first part makes sense for low battery consumption, but the ouput won't be as sharp as it could be and the second part makes sense from a business perspective.

A 1-inch sensor has a 16 mm diagonal (13.2 mm x 8.8 mm)
An APS-C sensor has a 27 mm diagonal (22.3 mm x 14.9 mm)
A FF sensor has a 43 mm diagonal (36 mm x 24 mm)

The thing that makes a GoPro so perfect for your use case (and mine) is that there is no need to focus. That's one reason that GoPro has stuck with smaller sensors. That advantage disappears with a 1" sensor. I totally understand the desire for improved low light but when I'm shooting stills with a GoPro mounted on my R5, I don't want to think about what it is doing once I hit record.

Nah, it will be a Canon sensor. Look at the data sheet for the XC10. Probably the same sensor you are showing above. It is 4000x3000 for stills, but shows 13.36 MP total. Total MP is not well correlated to what actually comes out of the camera. If this new camera does stills, they will be 4000x3000 (i.e. 12.0MP). Also, the Omnivision sensor you refer to is 1/2.3", not 1".

The XC10 has a one-inch sensor, and the spec says:
Actual: 13.36 Megapixel (4224 x 3164)
Effective: 12 Megapixel (4000 x 3000)

I have no idea what "actual" and "effective" mean.

Actual means total pixels on the chip. Effective means the maximum number of pixels that you can use to produce an image. WiFi and Bluetooth yes, but no way to drive phone functions in that form factor and not needed anyway. Low price and good image quality are the key requirements. A good phone App that will drive the camera would be handy in some scenarios also. The existing Canon mobile app may be adequate or may need a few tweaks.

Hard to believe the microphone is omni, although it looks pretty omni in the photos.
The lens isn't omni, and the microphone should point where the lens points.
