Base ISO of EOS R1 is 200?

Bill Claff posted his analysis of the R1 recently, and his charts seem to indicate that the R1 has an actual base ISO of 200: https://www.photonstophotos.net/Charts/PDR.htm#Canon EOS R1,Canon EOS R5 Mark II

This seems surprising to me.

No, ISO range of the R1 is 100-102400 expandable to 50-409600.
Another brand has a body with a base ISO of 250. Maybe that is a reason.

That’s what Canon states, but Bill Claff does analysis of the RAW files and it seems like 100 is a pull setting as well.
